The City has provided golf services at the 27-hole Delbrook Golf Course since developing the facility in 1928. James Foulis, a noted golf course architect from the Chicago area, designed the course. Delbrook has been self-operated by the City since its inception. Proceeds from the Bonds were used to expand the course to include a driving range and an additional nine-hole course.
The Common Council is the policy-making body that gives direction to the City Administrator. The Administrator is responsible for overseeing the management of all the City's services, including the golf operation. The Business Manager and staff manage the operation of the golf Course; the Greens keeper and a seasonal staff maintain the course.
The golf commission is responsible for formulating and recommending to the Council an annual budget and also policies concerning the operation.
The day-to-day management of the course is the responsibility of the Business Manager. Part-time and seasonal employees, assisting the Business Manager, collect fees and operate the pro shop. They also operate the golf carts, perform starter services and marshal the golf course. The Greens keeper also oversees the golf course maintenance.
